He is Full Professor of Constitutional and Public Law at the University of Cagliari, Department of Law.
He teaches Italian and Comparative Constitutional Law and Constitutional Justice in the Law Degree Program.
He is a member of the Group of Evaluation Experts for Area 12 - Legal Sciences appointed by Anvur as part of the VQR 2020-2024.
He is a member of the Teachers' Board of the Doctoral Program in Legal Sciences at the University of Cagliari.
He is a member of the Scientific Organizational Technical Committee of the Master's Degree Level II in Multilevel Governance: the integrated management of public policies.
He is on the roll of scientific experts established at the Ministry of Education, University and Research.
He is a member of the Italian Association of Constitutionalists and the Pisa Group Association.

PRIZES AND AWARDS OF NATIONAL IMPORTANCE
Winner of the IV Competition of the journal Quaderni costituzionali, published by Il Mulino, on the theme L'impatto della scienza e della tecnica sul diritto e sui diritti, with the essay entitled Comunicazione, manifestazione del pensiero e tecnologie polifunzionali, published therein in issue 3/2006 with the following final judgment: “[...] The consequentiality in the setting and its consistency with the suggestions of the call for competition, together with the wealth of exemplifications (never an end in itself) and the attention to the positive normative datum, amply justify the victory of the competition. The committee, in particular, appreciated the effort to develop a reasoned solution to the seemingly insuperable weld between the areas of freedom made the subject of the examination.”
