Francesca Maltinti is a PhD, Researcher, Assistant professor of “Road, Railway and Airport” at the University of Cagliari, Faculty of Engineering, Department of Civil, Environmental Engineering and Architecture.

She graduated in Civil Engineering at University of Cagliari, Italy, in 1998 (mark 110/110) with a thesis on experimental analysis of traffic acoustic impact on a freeway of Cagliari. 

In 2002 she received his PhD degree in Land Engineering with a dissertation about “Design of transport infrastructures and natural balances”.

As part of the activities of the PhD, she attended the Erasmus / Socrates Program Intensive Course (IPC) on "Hydrogeology and Environment" at the Christian-Albrechts University of Kiel (Germany). 

Afterwards, she had a research contract for a project concerning the use of advanced technologies for designing, upgrading, and maintenance of road works of art. 

From A.A. 2006-2007 till today, she is the Lecturer of the courses: “Road, railway and airport construction 1”, “Laboratory of road design and road accident reconstruction” for the Degree Course of Civil Engineering; and "Smart and Sustainable Transport Infrastructure" for the PhD course of Engineering and Architecture at the University of Cagliari.

She is a member of the Sardinia Green Road Group with which she has participated and participates in numerous national and international research projects as: 1. the SMART CITY framework (project: PON04a2_00381 “CAGLIARI2020”); 2.WEAKI TRANSIT: WEAK-demand areas Innovative TRANsport Shared services for Italian Towns (Project protocol: 20174ARRHT_004; CUP Code: F74I19001290001), financed with the PRIN 2017 (Research Projects of National Relevance); e.INS Ecosystem of Innovation for Next Generation Sardinia - SPOKE 8 - CUP F53C22000430001 projects financed with the Piano Nazionale di Ripresa e Resilienza (PNRR); SMART3R-FLITS: SMART Transport for TRavellers and Freight Logistics Integration Towards Sustainability (Project protocol: 2022J38SR9; CUP Code: F53D23005630006), financed with the PRIN 2022  dal 18.10.2023; COMANCHE - Computational Methods and Networks in Civil Engineering" financed with the FDS (Fondazione Banco di Sardegna), 23 settembre 2022 - 23 settembre 2024.

She is a member of Editorial Board of the Alexandria Engineering Journal (Elsevier Publisher Journal) from 25th April 2024 and she was a Member of Transportation Research Board Committee on Engineering Behavior of Unsaturated Soils, AFP60 from 4/15/2013 to 4/14/2016 and from April 15, 2016 to April 14, 2019 and of Transportation Research Board Committee on Subsurface Drainage, AFS60from 4/15/2013 – 4/14/2016 and from April 15, 2016 to April 14, 2019

She was guest editor of Special Issues “Smart and Sustainable Streets” and “Green and Liveable Transport Infrastructures” on Sustainability, and reviewer of several journals including: International Journal of Pavement Engineering and Asphalt Technology (PEAT), Advances in Civil Engineering, Journal of European Transport, Sustainability, and for International Conference.

Since 1998, she has been carrying out research activity at the University of Cagliari in particularly on issues relating to road safety, road construction, road design, mobility, sustainable materials, comfort on public transport, environmental sustainability of transport infrastructures; accessibility and mobilities research; mechanics of materials, intelligent transport systems (ITS); street design. She was a visiting staff member under the Staff Mobility for Teaching to Partner Countries program from 13 to 20 July 2022 at the University of KwaZulu-Natal, Durban, South Africa.

She is a member of ASIT (Associazione Scientifica Infrastrutture di Trasporto) and was a member of SIIV (Società Italiana Infrastrutture Viarie)

She took part to over 60 conference, also as invited speaker.

She has been the supervisor of 20 and the examiner of over 30 theses of MsC Degree in Italy and examiner of master of science dissertation of Sizwe Thembelihle Mkhonta - “Optimisation of concrete waste management strategies through recycling: a case study of the royal Eswatini sugar corporation” MScEng in Waste & Resource Management, University of KwaZulu-Natal in South Africa, February 2023 and master of science dissertation of Amishka Samlaal- “An environmental and economic assessment of using recycled high-density polyethylene (rHDPE) to modify bitumen binder for asphalt pavement construction: A case study of the M7/P82, Durban” MScEng in Waste & Resource Management, University of KwaZulu-Natal in South Africa, July 2023.

With regard to her professional activity, she has been involved in numerous consultancy assignments related to road design and the assessment of road pavements. She has served on evaluation committees for the procurement of design services and for competitive examinations for senior positions in the public administration. She has been appointed by the court in several judicial proceedings as an expert witness for the reconstruction of road traffic accidents.

She has also been a member of the Regional Technical Unit (UTR – Unità Tecnica Regionale) responsible for the review and evaluation of road infrastructure projects.
