Curriculum

Graduated in Law on June 23, 1999, at the University of Cagliari, with a grade of 110/110 cum laude, with a thesis in Constitutional Law entitled “State and Special Regions in the perspective of institutional reforms”.


Since 2001, assistant professor of Administrative Law, Regional Law and Local Government Law at the Faculty of Political Sciences of Cagliari, with Prof. M. Teresa Serra.

Researcher of Administrative Law at the Faculty of Political Sciences of the University of Cagliari since December 2002; confirmed in her role in June 2007, effective December 31, 2005.

In December 2004, she obtained a PhD in “Law of computerized administrative activity and public communication”, with a thesis entitled “The right of automated access. Problems and prospects”.

Since January 2007, she has been a member of the editorial staff of the journal “Diritto e processo amministrativo”.

Since June 2007, and until its extinction, she was a member of the teaching staff of the PhD in “Law of computerized administrative activity and public communication”, based at the Faculty of Political Sciences of Cagliari.

Associate Professor of Administrative Law at the Faculty of Political Sciences (now Department of Social and Institutional Sciences) of the University of Cagliari since 1 February 2011, confirmed in April 2015, effective from 1 February 2014.

Deputy Director of the Department of Social and Institutional Sciences from July 2015 to July 2018.

Since 1 October 2018, she has been the Coordinator of the three-year degree course in Administrative and Organizational Sciences, based at the Department of Political and Social Sciences.

Teaching activity

Academic year 2000/2001: lectures in the field of Local Government Law, on administrative regulations and regulatory power of local authorities, on the new control discipline, contained in the Constitution and in Legislative Decree no. 267/2000, controls on the acts, bodies and activities of local authorities.

Academic year 2002/2003: lectures in the field of Administrative Law on independent authorities, on the invalidity of administrative measures, on second-degree proceedings, on agreements between public administration and private individuals.

Starting from the academic year 2003/2004, she was assigned the teaching of Administrative Law of Economics, in the degree course in Administration, Government and Local Development of Nuoro, and the teaching of Environmental Law, introductory part, in the degree course in Economics and European policies of the Faculty of Political Sciences of Cagliari.

Starting from the academic year 2007/2008, and until the academic year 2017/2018, she was assigned to teach Administrative Law in the degree course in Political Sciences of the Faculty of Political Sciences of Cagliari (now Department of Political and Social Sciences).

In the academic year 2009/2010, she was assigned to teach Regional and Local Government Law in the degree course in Administration, Government and Local Development of the Faculty of Political Sciences of Cagliari.

In the academic years 2010/2011 and 2011/2012, she taught Multilevel Administration in the degree course in Administration and Organization of the Faculty of Political Sciences of Cagliari.

Starting from the academic year 2012/2013, she was assigned to teach Public Administration Law (renamed Administrative Law starting from the academic year 2015-2016) in the degree course in Administration and Organization of the Faculty of Political Sciences of Cagliari (now Department of Political and Social Sciences).

For the academic years 2017/2018 and 2018/2019, she was also assigned to teach Rules and Rights in Open Administration, in the specialist degree course in Administrative Sciences of the Department of Political and Social Sciences.

Starting from the academic year 2018/2019, she was also assigned to teach Public Evidence Procedures, in the specialist degree course in Administrative Sciences of the Department of Political and Social Sciences.

She has also carried out teaching and refresher courses at other public administrations, including the Prefectures of Cagliari and Nuoro, the Chamber of Commerce of Nuoro, FORMEZ and ARGEA (Regional Agency for the Support of Agriculture), as well as on behalf of the Bar Association of Cagliari and the Higher School of the Judiciary.

In the academic years 2019-2020, 2020-2021 and 2021-2022 (until May) he was a member of the teaching staff of the Doctorate in Legal Sciences, established at the Department of Law of the University of Cagliari.

Starting from the academic year 2023-2024 he is a member of the teaching staff of the Doctorate in Research and Social Innovation (RIS), established at the Department of Political and Social Sciences of the University of Cagliari.
