Already a PhD student in administrative law at the Faculty of Law of the University of Rome 'La Sapienza' and a research fellow in administrative law at the Institute of Public Law of the University of Rome 'Tor Vergata', he held the role of senior researcher (rtd-B) and then associate professor in administrative law at the Department of Law of the University of Sassari. He is currently an associate professor in administrative law at the University of Cagliari. He obtained the National Scientific Qualification (ASN) for the role of full professor in administrative law (band I) and previously that of associate professor in administrative law (band II). He is the author of two legal monographs and numerous essays on administrative law. He has taken part, as a speaker, in various conferences and study meetings. He regularly carries out teaching activities also in the context of research projects of national importance (PRIN).
