Abstract
During its constitutional history, the Italian regional system has gone through different phases, shaped either by a strong state centralism or by the idea of allowing the Regions to exercise a sort of veto power in sev- eral important fields. The Italian constitutional experience has been swing- ing between these extreme points. A balanced constitutional set-up allowing the regions to participate in the formation of state laws is still lacking. The difficulty of creating a balanced regional system also concerns the special regions, whose future seems uncertain.| File | Size | Format | |
