Abstract

Recent legislative texts adopted in the most diverse sectors of the European Union legal system are noteworthy because they have assigned the planning instruments a central role in achieving the environmental protection objectives set at a supranational level. These legal documents appear to be of great interest from a theoretical point of view because on the one hand they testify to the continuing vitality of the institution of administrative planning; on the other because they introduce new forms of co-determination of the power of direction poured into the plan; on the other because they are strongly “conditioned” to the achievement of concrete and binding results of environmental protection.
